Even though cowboys were animal herders who tended cattle on ranches, also referred to as "wranglers", the term Cowboy Justice is derived from the American old west.  It refers to swift justice for lawmakers usually in the form of a hanging or sometimes being shot dead on the spot for wrongdoing like stealing someone's horse.  People who might have dispensed such justice were judges, vigilantes and lawmen who often came from the other side of the law at one time in their lives.

"Hanging Judge" is the unofficial term for a judge who has gained renown for punishment by sentencing convicted criminals to death by hanging, or perhaps other harsh sentences. The term is often used to demonstrate a desire for quick, firm justice and was generally applied to officers of the court with mandates.  Perhaps the best known of the hanging judges is Phantly Roy Bean, Jr. (c. 1825 – March 16, 1903), an eccentric U.S. saloon keeper and justice of the peace operating out of Val Verde County in Texas.  He called himself "The Law West of the Pecos".  According to legend, Judge Roy Bean held court in his saloon along the Rio Grande in a desolate stretch of the Chihuahuan Desert of southwest Texas.  The good judge once fined a dead man in his "courtroom." After he heard the body had $40 and a six-gun in the clothing, he charged the corpse for carrying a concealed weapon and fined it $40.

Vigilante: a vigilante, meanwhile, is someone who illegally punishes a criminal, or participates in a group which metes out illegal punishment to criminals.  Such a person decides to act because he or she feels the normal road to real justice is nonexistent or otherwise tainted by a corrupt system.
